Greece has been profoundly affected by recent changes in the inter-nationalenvironment, on its borders, and within the country itself.Many long-standing assumptions about Greek interests and Greece'srole have fallen away and have been supplanted by new approaches.The country has become progressively more modern and more Euro-pean,and its international policy has become more sophisticated. Atthe same time, the geopolitical scene has evolved in ways that pre-sentnew challenges and new opportunities for Athens in its relationswith Europe, the United States, and neighboring countries. Many ofthese challenges cross traditional regional boundaries and under-scoreGreece's potential to play a transregional role, looking outwardfrom Europe to the Mediterranean, Eurasia, and the Middle East.This report explores the new geopolitical environment Greece faces,paying special attention to the implications for southeastern Europeand transatlantic relations. The report also explores options forGreek strategy and offers some new directions for policy in Greeceand on both sides of the Atlantic.The study was prepared for and conducted with the generous sup-portof the Kokkalis Foundation and builds on extensive discussionswith policymakers and expert observers, including roundtables inthe U.S. and Greece and a major international conference held inAthens from November 30-December 2, 2000. The research wasundertaken within the International Security and Defense PolicyCenter of RAND's National Security Research Division and with thecooperation of RAND Europe.

About the Author

IAN LESSER (Ph.D., International Politics, St. Antony's College, Oxford University) is a senior international policy analyst at RAND whose areas of expertise include U.S. foreign policy and strategic planning, NATO and Mediterranean affairs, and international terrorism.

F. STEPHEN LARRABEE (Ph.D., Political Science, Columbia University) is a Senior Staff Member at RAND, Washington, D.C.

MICHELE ZANINI (M.A., Public Policy, Harvard University) is a researcher at RAND who has worked on a number of RAND research projects focusing on NATO strategy in the Balkans and Mediterranean, terrorism, and European defense planning.

KATIA VLACHOS-DENGLER (M.A., Public Policy, John F. Kennedy School of Government, Harvard University) is a doctoral fellow at the RAND Graduate School for Policy Studies. Areas of expertise include security and defense policy, defense industry and European and transatlantic armaments collaboration.
